Anybody who has tried to run out a coil of high-tensile wire by hand knows why this tool exists. The wire is under stored tension in the coil, it wants to spring, and the moment it twists you get a kink. A kinked high-tensile wire is a wire that will break at that spot, usually in the coldest week of the year when the whole run is drawn up tight. A spinning jenny holds the coil and rotates freely on its base as you walk the wire out. The wire comes off the coil in the same plane it went on, no twist, no kink, and one person can run out a full roll without a second set of hands. Set it up at the end assembly, stake it down, and walk the line. It also earns its keep in reverse, letting you wind wire back onto a coil when you are pulling a fence out or moving a line. If you build or rebuild any amount of high-tensile fence, this is the difference between a day of work and a day of fighting.
