Details

A wire fence does not stay tight. Temperature swings between minus thirty and plus thirty move a wire a long way, frost lifts posts, and animals leaning on a line stretch it. A compression spring is fitted into the run to absorb that movement, keeping usable tension in the wire through the cold and giving somewhere for the slack to go when it warms up. It also takes the shock out of impact. A cow that hits a fence at speed puts a load on the line far beyond anything the wind or the weather will, and without a spring that load goes straight into the staples, the insulators and the end assembly. With one in the run, the spring absorbs most of it and the fence is still standing afterward. Fit it into a strained run, generally near an end assembly where it is easy to reach and easy to read. That last part is worth something on its own: a spring at rest tells you the wire has gone slack, and a spring fully drawn tells you it is too tight, so you get a visual tension gauge on every walk past.
