When a fountain will not hold its level, a perished o-ring is the most likely reason. Rubber dries out, takes a set, and stops sealing. The fountain looks fine and behaves like it is broken. This is that part. Six dollars against the cost of a new fountain, and about a minute to change it. Buy one before you need it. O-rings fail on their own schedule and it is reliably a Sunday in February with the water still on. Keeping a spare plug and o-ring in the same drawer as your other barn spares is one of the cheaper pieces of insurance available to a poultry keeper. Fits Millside poultry waterers.
