Anyone who has tried to run high-tensile off a loose coil knows how it ends. The coil is under tension the moment the ties come off, and one careless pull turns a good length of wire into a bird nest in the grass. A spinning jenny holds the coil and lets it turn under control. This one is single tier, built in tough steel, and made in New Zealand. The important part is the cone brake, which puts drag on the coil so it stops when you stop rather than free-spinning and throwing loops. The Y version stands on a wide two-legged foot instead of a driven spike, which suits hard ground, gravel yards and shop floors where you cannot or would rather not push a point in. Set it on level footing before you load the coil, and give the brake enough drag that the reel needs a small pull to turn. Walk the wire out at a steady pace rather than in bursts, since most tangles come from the coil carrying on after the person stops. Steel and a brake cone are about all there is to it. Keep it out of standing water, check the brake adjustment at the start of a fencing job, and it will run coil after coil for years.
