Anyone who has put in a fence line of screw-in ring insulators by hand knows why this exists. A hundred insulators turned into dry poplar with a pair of pliers is an afternoon and a set of blisters. In a drill, the same run takes twenty minutes. The bit seats into the ring insulator body so the drill drives the insulator rather than chewing the plastic. That last part matters. A bit that does not fit properly rounds out the insulator, and a rounded insulator is one you cannot back out later when the post needs replacing. It works with a standard cordless drill. Run it at moderate speed rather than flat out, keep the bit square to the post so the insulator goes in straight, and stop as soon as the shank is seated. Overdriving splits the post around the thread and leaves the insulator loose, which shows up two winters later once frost has worked at the hole. Keep one in the fencing box permanently. It is the sort of thing that only gets missed when the job is already started.
