Every fence has places the current has to go where the fence cannot: under a gateway, across a lane, from an energiser in the barn out to the first post. Ordinary fence wire in those places leaks to ground through anything it touches, and the loss does not show up until you test the far end. This cable is a 2.5 mm galvanized steel conductor, equivalent to 12.5 gauge, under double insulation made to hold fence voltage against surrounding earth. The steel core matters. It takes the pull of being drawn through a conduit and the handling of being buried without the conductor stretching or work-hardening at a bend. Lay it in plastic conduit. The insulation is there to stop current escaping, not to survive a rock or a gopher, and a nick anywhere along a buried run is a fault you will spend a day finding. Bring both ends up out of the ground and make the joins to the fence above grade with proper clamps, where you can get at them. The same cable is what should run between earth rods. Bare wire on the surface between rods defeats the point of spacing the rods out in the first place.
