These are scent sachets you tuck into places you would rather not put poison or traps: a camper closed up for the winter, a tractor cab, a boat, a quad, a stored engine, a drawer of tools, a truck that sits. The appeal is obvious once you have pulled a mouse nest out of an air filter or found chewed wiring harness in the spring. They contain no rodenticide, so there is nothing to keep away from pets and nothing to find dead behind a panel. Set your expectations at what a repellent can actually do. Botanical repellents work best in small, enclosed, still spaces where the scent stays concentrated, and they work poorly to not at all in a barn, an open shed, or anywhere with airflow and an established mouse population.
